The owner of the property referred me to the lessee and I wrote to the latter to the same effect on the 19th of October. After the writing of that letter up to the time of my going on leave on the 1st May, I was unable to find gambling actually going on at No 4, Wa Lane, so was unable to prosecute.
On the 25 October, I wrote to you that gambling ... in the Colony was causing great concern under this Ordinance, professing to be ... of gamblers.
In the beginning of 1897, gambling seemed to have been brought into check in these two districts, as the number of warrants issued (which is an index of the complaints made to me) shows.
On my return from leave on 3rd November (last leave at the beginning of October), I received no complaints or information (and I may mention that the complaints and information I receive from the public regarding gambling in Wa Lane and Chung Street are almost always in the form of anonymous letters & petitions sent through the Post) regarding gambling in Wa Lane and Chung Street till the end of October.
Between that date and the middle of January in this year, I received some complaints by letters of gambling in these streets, which led to the issue of seven warrants with the results shown in Enclosure B.
